Broward County cities
A consortium consists of contiguous units of general local governments that come together to qualify for a direct allocation of HOME funds from the United States Department of Housing and Urban Development (HUD). The Broward County HOME Consortium is a legal entity created through an Intergovernmental agreement between Broward County and eleven (11) HOME Consortium Cities; Coconut Creek, Coral Springs, Town of Davie, Deerfield Beach, Lauderhill, Margate, Miramar, Pembroke Pines, Plantation, Sunrise, and Tamarac. The HOME Consortium was established for the purpose of receiving HOME Investment Partnerships Program (HOME) grant funds through HUD. Funds are used to increase the supply of and preserve affordable housing within Broward County. Broward County Housing Finance and Community Development Division is the lead agency of the Consortium, and administer the contract with HUD for the HOME Program. The individual cities and County determine their own priorities based on different needs that exist in the diverse jurisdictions. Each fiscal year, the consortium members report on the past year's performance based on their one year, Annual Action Plan.  For more information on how HOME funds are used within the Broward HOME Consortium, please contact Broward County's Housing Finance and Community Development Division at (954) 357-4900 or the individual Consortium cities identified below.

The Consolidated Plan is a five-year strategic plan that sets out a collaborative vision for community development in Broward County based on an analysis of the best available data about how well the local housing market meets the needs of area residents. It is a planning document required by HUD. In addition to the Consolidated Plan, Broward County, the HOME Consortium, and the *Entitlement Communities must also publish Annual Action Plans (AAP). The AAPs describe how CDBG, HOME and other HUD housing and community development funds will be used in the coming year to carry out the strategies outlined in the Consolidated Plan. 

*Entitlement Communities are cities or urban communities with a population of 50,000 or more which, because of its size, receives CDBG funds directly from HUD.  Broward County Entitlement Communities include the eleven (11) HOME Consortium Cites and the cities of Fort Lauderdale, Hollywood, and Pompano Beach.

 *Cooper City, Dania Beach, Hallandale Beach, Lauderdale-By-The Sea, Lauderdale Lakes, Lighthouse Point, North Lauderdale, Oakland Park, Parkland, Pembroke Park, Wilton Manors, and West Park receive Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) Program funds on an annual basis from Broward County.  These programs are administered by Broward County's Housing Finance and Community Development Division.
