ASSISTANT DIRECTOR OF ECONOMIC & SMALL BUSINESS DEVELOPMENT

NATURE OF WORK

 

This is responsible professional and administrative work in planning and directing the activities of the Small Business Development Program of the Office of Economic and Small Business Development, and coordinating these activities with the broader economic development functions of the Office.

 

Work involves responsibility for supervising and coordinating the activities of professional, supervisory, and clerical personnel.   Provides general supervision to the staff working in the areas of small business development, contract compliance and certification.

 

Work is performed with considerable independent judgment within established policies and procedures.

 

Supervision is provided through regular conferences.

 

Work is reviewed through conferences and written reports.

 

ILLUSTRATIVE TASKS

 

Assists the Director of the Office of Economic and Small Business Development as directed, and serves as acting director in the absence of the Director.

 

Directs the activities of the Small Business Development, Contract Compliance, and Certification sections as well as related programs and initiatives of the Office.

 

Functions as direct supervisor for the County’s small business enterprise and small disadvantaged business enterprise programs.

 

Coordinates activities of small business enterprise and small disadvantaged business enterprise programs implemented within other County departments.

 

Demonstrates continuous effort to improve operations, decrease turn-around times, streamline work processes, and work cooperatively and jointly to provide seamless customer service.

 

Convenes workshops, conferences, seminars, task forces, and study groups to disseminate information about small business development and for purposes of outreach.

 

Provides staff support to the Small Business Advisory Board and special ad hoc committees established to advise or provide resources related to small business development.

 

Serves as the Assistant Disadvantaged Business Enterprise Liaison Officer (ADBELO), and has direct and independent access to the County Administrator for all matters relating to the USDOT DBE program.

 

Prepares grant applications for funding of small business enterprise and small disadvantaged business enterprise programs and activities.

 

Conducts research, collects data, prepares reports and monitors agency activities; prepares the division budget.

 

Recommends and implements organizational improvements approved by the Director.

 

Assists in the preparation of the office budget, particularly as it relates to the Small Business Program.

 

Attends conferences and public and professional meetings.

 

Assists Director in developing and implementing policies, procedures, and programs; makes policy recommendations; develops program goals and objectives.

 

Performs related work as required.

 

KNOWLEDGE, ABILITIES AND SKILLS

 

Thorough knowledge of the principles and practices of public administration and/or business administration.

 

Thorough knowledge of all federal, state and local regulatory requirements applicable to small business enterprise and small disadvantaged business enterprise programs.

 

Knowledge of budget preparation and administration.

 

Considerable knowledge of the principles, practices and procedures of supervision, organization, and administration.

 

Ability to plan, implement, and coordinate technical and administrative programs.

 

Ability to express ideas effectively, both orally and in writing.

 

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County’s Ethics and Conflict of Interest policies.

 

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

 

REQUIRED EXPERIENCE AND TRAINING

 

Graduation from an accredited four (4) year college or university with major course work in public or business administration or related field; six (6) years experience in economic development, with concentration in small business assistance and development, small business enterprise and small disadvantaged business enterprise programs, including four (4) years high level supervisory and administrative experience; or any equivalent combination of relevant training and experience.
