NATURE OF WORK
This is responsible professional and administrative work assisting in planning, organizing and directing the activities of the Planning and Environmental Regulation Division.
Work involves assisting the division director in planning, directing and coordinating divisional activities. Position incumbent coordinates and implements divisional policies and programs, and ensures operational and administrative continuity and coordination among all sections and work units. Employee in this class supervises professional and administrative subordinates involved in divisional operations. Assignments are received from the division director in the form of broad instructions or general program objectives. Work is performed with considerable independent judgment within established guidelines. Performance is reviewed periodically through conferences and written reports.
ILLUSTRATIVE TASKS
Assists division director in developing and implementing divisional policies, procedures and programs; makes policy recommendations; develops program goals and objectives.
Plans, directs and supervises the activities of professional and administrative staff; coordinates divisional budgets, purchasing, personnel and recordkeeping activities.
Makes budgetary recommendations and assists in the preparation of the division budget.
Confers with county officials, contractors, vendors, civic leaders and the general public regarding divisional operations; addresses public groups, attends professional meetings.
Serves as acting director in absence of the director.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of the principles and practices of planning and development regulation.
Thorough knowledge of all federal, state and local regulatory requirements applicable to land use planning.
Thorough knowledge of the principles and practices of urban planning and administration.
Thorough knowledge of all federal, state and local regulatory requirements applicable to comprehensive planning and land use law.
Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.
Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.
Ability to plan, implement, and coordinate technical and administrative programs.
Ability to express ideas effectively, both orally and in writing.

REQUIRED EXPERIENCE AND TRAINING
Masters Degree in planning, urban studies or related field; six (6) years progressively responsible experience in planning, including four (4) years high level supervisory and administrative experience; or any equivalent combination of relevant training and experience.
