NATURE OF WORK
This is highly responsible administrative and professional work directing and coordinating all public service functions, support services and on line systems of the Libraries Division.
Work involves responsibility for supervising operations, including policy and procedure development, supervision of high level professional personnel, planning, budget development, and the organization of services to the public.
Work is performed with considerable independent judgment within established policies and procedures. Supervision is received from the Director or Assistant Director and is subject to review and evaluation through scheduled meetings, attainment of desired management goals and objectives, and conformity with established policies and procedures.
ILLUSTRATIVE TASKS
Provides ongoing supervision of all aspects of library services for the purpose of providing comprehensive programming, information services and policies and procedures for circulating library materials to the public.
Makes budgetary recommendations related to Libraries Division operations and develops supplements to the annual budget.
Initiates and carries out special programs, projects and studies.
Supervises professional staff in specially assigned areas of operation.
Keeps well informed regarding trends in the library, public administration and information field; maintains good public relations in area of responsibility; addresses groups; attends professional meetings; prepares reports; and represents the Libraries Division in the absence of the Director and Assistant Director.
Participates in the preparation of grant and program development proposals.
Performs related work as requested.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of the principles, practices, and methods of the area of assignment, library science, administration, finance administration, public relations, supervision and management, and research methods.
Thorough knowledge of current trends and new developments in library science, information technologies, financial administration, and management.
Thorough knowledge of County and Division policies, ordinances, and regulations.
Ability to plan, organize and direct library programs and operations.
Ability to interpret community interests and needs, and to plan for development of library services.
Ability to plan, direct and coordinate the work of subordinates.
Ability to communicate effectively, both orally and in writing.
Ability to analyze facts and exercise sound judgment in decision making.

REQUIRED EXPERIENCE AND TRAINING
Master’s Degree in Library Science from a college or university accredited by the American Library Association or a Master’s Degree in Accounting, Business or Public Administration from an accredited college or university. Seven (7) years of supervisory experience in library administration, business administration or finance administration.
