ASSISTANT DIRECTOR OF WATER AND WASTEWATER ENGINEERING

NATURE OF WORK

This is responsible professional and administrative work assisting in directing the activities of the County's Water and Wastewater Engineering Division and directly supervising the Capital Project Management Section.

Work involves assisting the division director in the planning, design and construction of capital projects. Employee in this class supervises professionals involved in capital project management operations. Assignments are received from the division director in the form of broad instructions or general program objectives. Employee assists the director in preparing engineering surveys, cost estimates and analysis efforts and coordinates these activities with appropriate consultants and supervisors and with construction and planning activities within the division. Work is performed with considerable independent judgment within established guidelines. Performance is reviewed periodically through conferences and written reports.

ILLUSTRATIVE TASKS

Assists division director in developing and implementing divisional policies, procedures and programs; makes policy recommendations; develops program goals and objectives.

Plans, directs and supervises the activities of professionals and administrative staff.

Assists division director with planning, design and construction of environmental systems; provides design services on all environmental engineering projects through staff efforts or consultant services; provides project management.

Confers with county officials, contractors, vendors, civic leaders and the general public regarding divisional operations; addresses public groups, attends professional meetings.

Serves as acting director in absence of the director.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the current principles, practices and procedures as applied to design and construction of environmental systems.

Considerable knowledge of all federal, state and local regulatory requirements applicable to water and wastewater system engineering.

Ability to supervise subordinates engaged in all facets of environmental engineering and contract administration.

Ability to understand and administer contract documents.

Ability to evaluate plans and designs of water and wastewater systems, including long-range planning.

Ability to communicate effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in civil or environmental engineering; six (6) years progressively responsible professional engineering experience in water and wastewater system design and project management including four (4) years supervisory and administrative experience; or any equivalent combination of relevant training and experience.

NECESSARY SPECIAL REQUIREMENT

Registration as a Professional Engineer in the State of Florida.
