NATURE OF WORK
This is highly responsible supervisory and administrative work in planning, organizing, and directing the activities of the Aviation Operations Division.
Work involves responsibility for the administration and direction of operations activities for county-owned airports and related facilities. Position incumbent directs all activities related to landside, airside, and terminal operations. Work includes overseeing and ensuring the 24-hour operation of the landside terminal and airside operations. Assignments are received in the form of broad policy statements. Work is performed independently with general supervision by an administrative superior. Performance is reviewed periodically through conferences and written reports.
ILLUSTRATIVE TASKS
Administers the County's Aviation Operations program; directs through subordinates the planning, scheduling, and coordination of divisional activities; develops policies, procedures, and priorities to meet established goals.
Develops, implements, and maintains strategic, fiscal, and capital improvement plans for the Division.
Develops, implements, and maintains policies and procedures to ensure operational compliance with County policy, and federal, state and local rules and regulations pertaining to airport certification which includes inspection of airfield pavement, lighting and markings and preparing and maintaining emergency response and security plans.
Develops and implements policies and procedures to ensure the safety, convenience and flow of passengers using the airport facilities, including roadway access, parking facilities, terminal amenities, and loading gates.
Prepares and monitors Division budget and prepares special reports as required.
Represents the County before community groups, service organizations, and civic committees to promote the development and use of airport facilities.
Attends conferences and public and professional meetings.
Performs related work as required.
KNOWLEDGE ABILITIES AND SKILLS
Thorough knowledge of the principles and practices of airport operations.
Thorough knowledge of all federal, state and local regulatory requirements applicable to landside, airside, and terminal operations.
Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.
Thorough knowledge of the physical components of the airfield, including pavement conditions, lighting and marking and procedures for inspections.
Thorough knowledge of airport facilities operations including roadway access, parking, terminal amenities, and loading gates.
Considerable knowledge of the principles, practices, and procedures of supervision, organization, and administration.
Ability to plan, implement, and coordinate technical and administrative programs.
Ability to exercise judgment and discretion in establishing, applying and interpreting policies and procedures.
Ability to express ideas effectively, both orally and in writing.

REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four-year college or university with major course work in airport management or related field; six (6) years experience in managing the operations unit at a large civil airport, including four (4) years experience in the administrative and supervisory aspects of the work; or any equivalent combination of relevant training and experience.
