PERMITTING, LICENSING AND CONSUMER PROTECTION SECTION MANAGER

NATURE OF WORK

This is advanced, professional, administrative and supervisory work managing a major program, section or system of the County‚Äôs Permitting, Licensing and Consumer Protection Division.   Examples of separate programs, sections, or system activities that are managed may include field regulatory and enforcement services, elevator safety and/or oversight of the permit counter, code enforcement program and record research activities.

 Work includes coordinating the activities of professional inspectors, plans examiners, investigators, code enforcement officers, technical specialists and support personnel participating in an assigned program or system activities. Employees in this position receive administrative direction, but have broad latitude for exercising initiative and independent judgment in the performance of work assignments.

Work involves responsibility for planning, coordinating, implementing and maintaining information programs and systems.

Work is reviewed through observations of effectiveness of work programs and projects, periodic reports and consultations.

ILLUSTRATIVE TASKS

Plans, assigns and coordinates the activities of professional, technical and support personnel participating in planning, coordinating, implementing and maintaining various programs: citation, lien collection, contractor licensing, blasting and explosives monitoring, neighborhood improvement, strategic task force, multi-agency task force/code team, elevator safety, permit counter procedures development, coordination of counter activities with in-house and field staff and resolution of customer service issues.

Supervises and/or participates in assigned program, system or section activities.

Designs and executes methodology for major division research projects including website and newsletters.

Attends meetings and conferences concerned with designated areas of responsibility.

Assists in preparation of budget for assigned program, system or section.

Reviews and edits reports written by supervisors, investigators, inspectors, code enforcement officers, elevator plan reviewers, elevator inspectors, and technical clerical support staff.

Participates in investigative research or system policy development, resource planning and employee professional growth and development.

Prepares investigation information materials and presents them to the general public, governmental agencies and civic organizations; prepares staff reports and presents them at board meetings and public hearings.

Recommends changes in administrative policies and procedures.

Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES 

Thorough knowledge of general investigative and construction principles and practices.

Thorough knowledge of sources of information, current literature and recent developments regarding investigative and construction codes and ordinances.

Thorough knowledge of research techniques.

Considerable knowledge of public administration with particular reference to county and municipal administration.

Considerable knowledge of Broward County Codes, Chapter 9, Florida Building Code and State Statute 489 and its relevance to the various sections (code enforcement, Florida State Statute 399, elevator safety, internal systems, permit counter/records), depending on area of assignment.

Ability to initiate and develop programs and policies.

Ability to analyze policy and technical issues and to exercise sound judgment in decision making.

Ability to effectively manage and supervise assigned professional staff.

Ability to communicate effectively both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

REQUIRED EXPERIENCE AND TRAINING 

Graduation from an accredited four year college or university with major course work in public or business administration or related field; six (6) years progressively responsible experience in code investigations and enforcement, construction management, and/or elevator programs, including four (4) years experience in the supervisory aspects of the work; or any equivalent combination of relevant training and experience.
