PORT EVERGLADES ASSISTANT HARBORMASTER

NATURE OF WORK

This is responsible supervisory and administrative work assisting the Chief Harbormaster in the control of the use of harbor facilities and in the coordination of vessel movements at the Port.

Work involves responsibility for vessel berth assignments and for supervising the arrival, departure and dock location of all vessels. Work is performed with considerable independent judgement in the assignment of available berths. Supervision is exercised over a staff of professional and technical subordinates engaged in carrying out assigned responsibilities. Work is reviewed periodically through meetings and written reports.

ILLUSTRATIVE TASKS

Receives requests for vessel berths and assigns berths; coordinates vessel arrivals, departures and berth locations to maximize operational efficiency and safety.

Supervises professional and technical subordinates in the performance of duties relating to the movement of all vessels using port facilities; supervises the maintenance of harbormaster logs, vessel records and computer data.

Confers with vessel agents, harbor pilots, towing companies, governmental agencies, departmental employees and other maritime officials through radio, direct telephone or e-mail contact to insure proper and timely vessel arrivals and departures from berths.

Maintains up-to-date working knowledge of federal, state and local rules and regulations relative to seaport operations.

Maintains up-to-date working knowledge of the Port tariff to insure compliance with all rules and regulations for the use of the facilities.

Oversees the inspection of dock facilities including vessel securing and fendering systems, reporting damages, obstructions and housekeeping.

Oversees the training of subordinate staff; maintains work schedule for 24-hour operation.

Attends meetings and business-related functions as required.

Performs related work as required.



KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the principles, practices and procedures of the operations and activities at a major seaport facility.

Thorough knowledge of seaport ship docking and maneuvering activities, the function of harbor pilots and tug boats and the consideration of recreational and other marine traffic.

Considerable knowledge of all federal, state and local regulatory requirements, including the Port tariff, applicable to seaport operations.

Knowledge of weather, tides and currents as related to seaport operations.

Knowledge of the principles, practices and procedures of supervision, organization, and administration.

Ability to coordinate and supervise the efficient and effective berthing of a wide variety of vessels at a large seaport facility.

Ability to enforce seaport rules, regulations and procedures firmly and impartially.

Ability to react promptly and appropriately in emergency situations.

Ability to express ideas effectively both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.

DESIRABLE EXPERIENCE AND TRAINING

Completion of two (2) years of college or university course work in marine transportation or closely related field; six (6) years of experience in a seaport transportation facility, including four (4) years of supervisory and administrative experience; or any equivalent combination of training and experience.
