NATURE OF WORK
This is specialized technical field work enforcing County Ordinances and Regulations.
Work involves dissemination of information concerning Ordinances of Broward County and conducting field inspections to determine whether there are violations of the Ordinance. Upon completion of an initial training period, the employee is required to work with increasing independence with a supervisor available for advice or assistance concerning unusual and difficult problems. Work is reviewed through observation of work activities and for adherence to established policies.
ILLUSTRATIVE TASKS
Answers inquiries from representatives, law enforcement and the general public as to the provisions of County Ordinances.
Inspects records to see if a company has a current license to operate and has decals issued.
Issues citations for violations of applicable Ordinances.
Testifies at hearings presided over by a Hearing Officer who is a member of the Florida Bar when citations are appealed.
Testifies before the Consumer Protection Board when the Division determines that prosecution is warranted.
Inspects company sites to determine that all equipment, postings, and staff meet the requirements of the Ordinance.
Inspects company manifests to determine if information required by applicable Ordinances are included.
Checks company records to determine if they have been kept as required by County Ordinance.
Inspects private properties to determine if signs meet the size and location requirements required by applicable Ordinances.
Conducts administrative work that includes documentation of field work, inspections, orders and citations issues.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Knowledge of licensing and regulating Ordinances of Broward County.
Knowledge of the geography of the County.
Ability to rapidly acquire knowledge of the legal, administrative, and procedural regulations applicable to the area of assignment.
Ability to meet the general public and to explain and enforce regulations firmly, tactfully, and impartially.
Ability to understand and follow written and oral instructions.
Ability to maintain and submit reports.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.
REQUIRED EXPERIENCE AND TRAINING
Graduation from high school; two (2) years experience conducting inspections and enforcing rules, regulations and/or ordinances, or any equivalent combination of relevant training and experience.
NECESSARY SPECIAL REQUIREMENT
Possession of a valid Florida driver's license at time of appointment.
