NATURE OF WORK
This is advanced professional supervisory and administrative work in the contract administration and the operation and maintenance of Port-owned container gantry cranes.
An employee in this class is responsible for the planning, assigning and reviewing the work of a staff of professional subordinates engaged in monitoring the performance of the crane maintenance contractor.
Responsibilities include the development of contracts and amendments, review and response to contract-related issues, provision of technical assistance to the crane maintenance contractor, contract management, and development of reports resulting from the crane maintenance contract monitoring process.
The incumbent exercises considerable independent judgment in ensuring the crane maintenance contractor is in compliance with the administrative and financial requirements of the contract.
Supervision is exercised over a staff of professional subordinates engaged in monitoring the crane maintenance contract, providing technical assistance, and preparing evaluation reports.
Work is reviewed periodically through meetings and written reports.
Plans, assigns and reviews the work of subordinate professional employees engaged in planning and scheduling inspections of the Port-owned container gantry cranes and ensuring adherence to established policies and procedures, preparing reports, and resolving issues and concerns.
Reviews cases where the crane maintenance contractor is not achieving contract performance goals or not following required procedures and takes corrective actions as necessary.
Supervises the contract development and amendment process including negotiating programs and budgets, preparing agreements for execution, and implementing approved contracts.
Oversees contract budgets, budget revisions, and contract agreements for the purchase of goods and services; coordinates dissemination of pertinent documents.
Supervises the reporting and documentation of expenditure of funds and provision of technical assistance.
Coordinates training for subordinate staff; ensures communication of policies and procedures.
Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates employee performance.

KNOWLEDGE, ABILITIES AND SKILLS
Thorough and extensive knowledge of the principles, practices, procedures, operation and maintenance of rail mounted container gantry cranes at a major seaport facility.
Thorough knowledge of the principles, practices and techniques of contract monitoring and administration, including terminology, contract specifications, documents, forms and procedures pertaining to work performed by outside contractors and consultants in the operation and maintenance of rail mounted container gantry cranes at seaports.
Thorough knowledge of the design, principles, practices and interrelationships of electrical, electronic, hydraulic, structural, mechanical, and machinery systems as related to rail mounted gantry cranes in a marine environment.
Considerable knowledge of local, state and federal laws, regulations and rules governing the care and use of seaport container gantry cranes.
Considerable knowledge of supervisory principles and practices.
Ability to ensure contract monitoring and development, and performance reporting in accordance with established procedures.
Ability to plan, direct and coordinate the work of professional, technical and clerical subordinates in a manner conductive to full performance and high morale.
Ability to be proactive in developing maintenance procedures and schedules.
Ability to understand complex engineering descriptions, drawings and schematics.
Ability to simultaneously manage several projects in various phases of completion.
Ability to communicate clearly and concisely, verbally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty’s Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with management and employees of the crane maintenance contractor, the customers of the Port, general public, co-workers, elected and appointed officials and members of diverse culture and linguistic backgrounds regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.
REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four (4) year college or university with major course work in engineering or closely related field; six (6) years of experience in container gantry crane operation and maintenance including at least three (3) years in a senior supervisory and administrative position, which must have included experience in contract administration.
