NATURE OF WORK
This is highly responsible administrative work managing the Employee Development Section of the County's Human Resources Division.
Work involves responsibility for planning, assigning and coordinating programs and staff activities in training and development to improve employee performance at all levels.
Work includes supervising the activities of subordinate personnel participating in assigned employee development activities. Employee receives administrative direction but has broad latitude for exercising initiative and independent judgement in the performance of work assignments.
Work is reviewed through completed tasks, reports and consultations.
Plans, assigns and coordinates the activities of staff involved in organization-wide training, staff development, internal consulting and education-based initiatives.
Conducts needs assessments at all levels of the organization.
Strategically aligns employee development with business needs at all levels of the organization.
Formulates training policies and schedules, utilizing knowledge of identified training needs, organizational processes and developmental needs.
Designates training procedures, utilizing knowledge of effectiveness of methodologies and effectiveness of training consultants.
Implements and manages innovative and comprehensive programs that support organizational learning and performance-focused professional development initiatives.
Provides a variety of learning methodologies, utilizing the most cost-effective training methods, media and technology available.
Initiates conferences with management on a regular basis regarding career development, training needs and organizational strategic planning.
Develops, administers and monitors organization-wide training budget.
Serves as countywide resource approver for employee development and training.
Confers with county officials, consultants, civic leaders and the general public regarding training and educational programs.
Participates in organizational development, personnel policy development and interpretation, human resource planning, employee counseling and development.
Performs related work as required.

Thorough knowledge of the principles, practices and procedures of personnel training, staff development and education-related initiatives.
Thorough knowledge of current organizational development theory and methodology.
Thorough knowledge of the principles of human resources development, general and educational psychology, and organizational behavior.
Thorough knowledge of the principles of management and their application to public human resources administration.
Considerable knowledge of adult learning principles, instructional design and program evaluation.
Considerable knowledge of standard practices in the fields of local government human resources management, budgeting and accounting.
Considerable knowledge of the principles and practices of public administration, supervision and organization.
Ability to translate the organization's vision into clear and meaningful training strategies and specific priorities which help others focus their efforts.
Ability to produce results consistent with the organization's vision and mission.
Ability to identify and work with consultants to design, implements, evaluates and modifies training programs.

Ability to plan, direct and supervise the work of a staff of professional, paraprofessional and clerical employees.

REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four year college or university with major course work in public or business administration, education, human resource management or closely related field; six (6) years progressively responsible experience in planning and implementing management training programs in a large public or private organization, including four (4) years supervisory experience; or any equivalent combination of relevant training and experience.
