Industrial Pretreatment

​​​The Broward County Industrial Pretreatment Program (BCIPP) is a federally mandated program under the Clean Water Act which controls the discharges of commercial and industrial faciltites. Its responsible for the administration of the National Pretreatment Program for customers of the North Regional Wastewater Treatment Plant (NRWWTP).  The program:  

  • Conducts industrial waste surveys

  • Reviews Wastewater Discharge Permit Applications, and develops and issues Wastewater Discharge permits

  • Performs Compliance Inspections and Sampling of permitted industries

  • Enforces the Broward County Sewer Use Ordinance (SUO) and the General Pretreatment Regulations

  • Develops and reevaluates Local Discharge Limits

  • Prepares and submits the Annual Pretreatment Report

  • Protects the health and safety of the community and County Workers

  • Prevents the introduction of pollutants into our treatment plants which will interfere with treatment operations

  • Prevents the introduction of pollutants into our treatment plants that can't be treated and will pass through the plant and into the environment or otherwise be incompatible with treatment facilities

  • Improves opportunities to beneficially use domestic wastewater residuals (reclaimed water and biosolids)

Dental Amalgam Regulation

As part of the Dental Effluent Guidelines established by the Environmental Protection Agency (EPA) on June 14, 2017 (40 CFR, Part 441) the EPA requires all dental facilities that handle or remove amalgam in practice to install, operate, and maintain one or more appropriately sized amalgam separators or similar devices that have a 95% amalgam removal efficiency. To comply with this regulation, Broward County Industrial Pretreatment Program (BCIPP) will require all dental facilities to submit a one-time compliance certification.

Required Record Keeping

If the dental discharger is subject to this rule, they must keep the one-time certification on file and make it available in the event of an inspection. Dischargers are also required to maintain files of amalgam removal device maintenance and amalgam removal manifests for a period of three (3) years and make them available in the event of an inspection. 

Best Management Practices for Dental Offices

BCIPP Best Management Practices (BMPs) for Dental Facilities are designed to comply with environmental regulations, prevent pollution, and assist dental offices in the proper management of mercury and amalgam waste in their day-to-day activities.
This best management practices guide contains a set of required and recommended operating procedures and guidelines designed to reduce the amount of mercury discharged to the Broward County  sanitary sewer system, a publicly owned treatment works (POTW).​
