The Cultural+Planning Group has been selected by Broward County to craft a ten-year Community Cultural Plan that examines diversity connected to Creative Economy, Cultural Tourism and Public Art and Design, and provides a comprehensive needs assessment, vision, draft legislation, policy framework, recommendations, strategies, funding requirements, funding sources, evaluation instrument, and benchmarks.

Community Cultural Plan Overview
The Cultural+Planning Group shall create a ten-year Community Cultural Plan from which Broward County will derive its cultural goals through the year 2020. The Community Cultural Plan shall be unique to Broward County, reflecting the diverse population trends, and include three (3) component plans:

Creative Economy Cultural Tourism Public Art and Design

The Plan shall incorporate cultural diversity into every aspect of the overall plan and the component plans.

Throughout the planning process, The Cultural+Planning Group shall prepare and submit a series of progress reports, one (1) interim draft report, and (1) final report. The interim draft report and final report shall be the overall Plan and three (3) component plans, and shall include a text summary with highlights for brochure publication. The final report shall also be provided in hard copy as well as an electronic version.

Community Cultural Plan Specifications
The Cultural+Planning Group shall work with the Broward Cultural Council's Community Cultural Plan Steering Committee to develop the overall Plan and the Creative Economy, Cultural Tourism, and Public Art and Design component plans, as well as a marketing strategy for public delivery of the plan.

The overall plan and component plans shall include: a comprehensive needs assessment; comparative analysis; vision; draft legislation; policy framework; recommendations; strategies; action steps; funding requirements; viable funding sources; evaluation systems and methods; outcome evaluation instrument; benchmarks of progress; and matrix of responsibilities, to further develop Broward County’s cultural community and economy (non-profit arts and culture organizations, for-profit creative industries, and individual artists and cultural workers) through 2020.

Cultural Plan Steering Committee
The Cultural+Planning Group and Steering Committee shall engage a series of initial meetings and workshops, in conjunction with the Cultural Division staff that will serve to galvanize community partners, committees and workgroups.

Comprehensive Needs Assessment
Paramount to the assessment is a focus on Broward’s rapidly changing cultural diversity. As part of the assessment, The Cultural+Planning Group shall conduct vision development, public opinion polling, public hearings, and engage other community-wide process mechanisms.

Creative Economy Component Plan
The Cultural+Planning Group shall review and update recommendations and devise an implementation strategy with agencies responsible for the policy recommendations contained in the report: VisionBROWARD 2020 Creative Industries Final Report (2004).

Cultural Tourism Component Plan
The Cultural+Planning Group shall devise an implementation strategy for the recommendations for developing cultural tourism in Broward County, contained in the report: The Emerging Business of Cultural Tourism in Broward County (2007). The recommendations include: defining the emerging business of Cultural Tourism in Broward County; aligning the actions and interests of cultural and tourism industries within overall community goals; and refining both cultural and tourism strategies for engaging in that business.

Public Art and Design Component Plan
The Cultural+Planning Group shall evaluate the current Public Art and Design Program, including governing ordinances, policies, operating procedures, selection of existing artworks; and recommend policy guidelines to assist in acquiring art that furthers the vision and identity for Broward County; and program evaluation methods. The Cultural+Planning Group shall review the Design Broward Public Art and Design Master Plan (1999) and the Broward County Public Art and Design 5 Year Plan (2001).
