PROGRAM ELIGIBILITY​


  • Personal net worth per owner < $1.32 million

  • Firm/Business must be independent

  • 15 or less permanent full-time employees

  • Vendor must have a Broward Business Tax Receipt, City Tax Receipt,​​​ and have a physical address located within the geographical limits of Broward County (Not a P.O. Box or address provided by a business service center)

  • Business must be established for a period of one year prior to submitting its application

  • Site visit by OESBD. A virtual office does not meet the requirements of having a physical office in Broward County.

  • $500,000 - Professional Consultants (calculated over the previous three calendar years)
*Commodity Suppliers are not subject to gross revenue limitation. However, they must have 15 or less employees.​
​Average Gross Revenues*
  • $9 Million - Construction Services (calculated over the previous three calendar years)
  • $5 Million - Contractual Services (calculated over the previous three calendar years)


*Commodity Suppliers are not subject to gross revenue limitation, however, the firm must have 25 or less full-time employees.

NOTE: Average Gross Revenues may be calculated over the year(s) since the business was established if in business less than three (3) calendar years.

FYI: See "Small Business Combined Certification Application Checklist​" which notes acceptable supporting documents including: Corporate Federal Tax Returns for previous three (3) years or Sole Proprietorship, copies of your Individual Tax Return Schedule C for the past three (3) filing years. For Individual tax returns, please remove your social security number from the copy prior to submitting the copy. 


Upon submitting your certification application, the next step is to become a registered vendor with Broward County in BPRO, Broward County's new Procurement system, and Periscope, the County's existing procurement system. Register with both to access all current Broward County solicitations and systems. The process is free! To learn more, visit the Purchasing Division website

  1. Must use the Google Chrome Browser

  2. Before you start the online application, an​ ​Affidavit​ must be signed and uploaded.​

  3. Must have an Access Broward Account. If you do not have an account, you must create one​. (Can be accessed through the online application)

  4. Must have all documents on the Checklist​​​​​. Each document must be saved separately​​​ and uploaded individually. PDF or Word accepted. No photo files​!​

​NOTE: Upon award of a Broward County contract, CBE certified firms are required to regularly submit documentation of activity related to the project. Required forms can be accessed online on the Compliance webpage.
