Emergency Environmental Control Plan

​​​BROWARD COUNTY UNIFORM GENERATOR CODE

On January 20, 2020, the Broward County Board of County Commissioners adopted amendments to the Florida Fire Prevention Code regarding portable and fixed generators. Section F-124 is the Uniform Generator Code.  The scope of this section applies to “any Board and Care occupancy as defined by the provisions of this code that is required to receive an inspection from an ‘Authority Having Jurisdiction’ (AHJ).  An AHJ refers to the municipal Fire Marshals or other municipal agencies charged with approving Fire Plans. By definition this includes Assisted Living Facilities (ALF) and Nursing Homes, that also must comply with previously adopted Rules for Emergency Environmental Control (EECP) plan.  


While this Code applies countywide to facilities operating within all Municipalities in Broward County, the local implementation of this Code may vary from jurisdiction to jurisdiction. All ALF and Nursing Homes need to work closely with their local Municipality to ensure you the facilities are meeting all provisions of this new Code.  


WHAT TO DO IF YOU ARE REQUIRED TO UPGRADE YOUR EXISTING GENERATOR.

If you are required to upgrade your existing portable or new fixed generator please follow these steps:

  1. Research and purchase your new generator
    1. We highly recommend you ask your local officials to review your proposed generator before it is purchased.
  2. Complete a new Emergency Environmental Control Plan (EECP)
    1. Fill in all required information
    2. Indicate your new or proposed generator
    3. Include the make, model and Kilowatts
    4. List your ‘proposed’ installation date if the generator is not yet installed
    5. Include all required supporting documentation
    6. Make sure your Letter of Attesting is from a licensed professional (the letter must include the Make, Model and KW of your new generator.  On company letterhead, the contractor must include their license number on the letter, the company they are employed by, include name of the facility in question, mention that the generator will cool the facility to a minimum of 81F per code, and the letter must be signed and dated.)
    7. For your convenience we have created a Letter of Attesting Template that you can download here:
  3. Mail your new EECP to Broward County Emergency Management Division.
  4. We will review your EECP.
  5. Once your EECP is approved we will issue an approval letter for your NEW generator.
  6. When you receive your EECP approval letter fill out the ‘consumer-friendly report’ (attach a link for this) and send that to AHCA.
  7. Please keep a copy of your latest EECP and CEMP approval letters with your CEMP plan onsite at the facility.

On March 26, 2018, Governor Rick Scott signed two bills into law, requiring Assisted Living Facilities and Nursing Homes to have an alternate power source such as a generator(s) capable of maintaining an indoor temperature of 81 degrees Fahrenheit  or lower, for a minimum of 96 hours.
