Purpose
Serve as the advisory body to the Board of Broward County Commissioners, acting as the Community Action Agency, in furthering the purposes of the Community Services Block Grant Program.

Broward County Resolution #1991-1151, adopted July 2, 1991, authorizing application for the Board of County Commissioners to be designated as a Community Action Agency.
Amended by Resolution #1992-1005, adopted July 1, 1992, changing the name of the Public Services Department to the Human Services Department, which provides administrative support to the Board.
Ordinance #1997-0010, enacted March 11, 1997, establishing a Community Action Agency Trust Fund.
Amended by Resolution #2007-854, adopted December 11, 2007, revising the definition of qualifications for membership.
Amended by Resolution #2009-286, adopted April 14, 2009, providing for a term of four (4) years; providing for reappointment; providing for revisions to the terminology of membership categories, providing for quorum, and providing for changes to update sections.
Amended by the By-Laws of the Community Action Agency, approved January 20, 2010, adding that the democratically elected representatives of the low income community shall be elected for a two (2) year term.
Amended by Resolution #2011-799, adopted December 13, 2011, providing for changes to Board's composition to not less than twelve (12) members, term of membership, and quorum requirements.
Membership
Not less than twelve (12) members:
(1) One-third (1/3) of the members shall be elected public officials, currently holding office, or their designated representatives, and each shall be appointed by the Board of County Commissioners.
(2)The remainder of the members, who shall be officials or members of from the private sector of business, industry, labor, religious, welfare, education, or other major groups and interests in the community, and shall be nominated by the Governance Committee of the Board. The Governance Committee shall solicit recommendations from the public to fill vacancies on the Board by providing the public with notice of the availability of such positions(s). The Governnance Committee shall review all recommendations and submit names for each vacancy to the Board. The Board shall make the appointments to the vacant positions from the candidates recommended by the Governance Committee or request a new list of candidates for any of the vacant positions. Interest groups are organizations with non-profit status, incorporated, and registered with the office of the Florida Secretary of State.
(3) At least one-third (1/3) of the members shall be persons chosen in accordance with democratic selection procedures adequate to assure that they are representatives of the low income community in the area served. These democratically elected representatives from the low income community shall be elected from neighborhoods comprised of census tracks and block groups that are at least fifty-one percent (51%) low/moderate income at elections coordinated by the Human Services Department.
Terms
Section 1-233 of Chapter 1, Article XII, Broward County Code of Ordinances, as may be amended from time to time.
Members of the Board shall have terms of four (4) years and may be appointment or election.
Members may be reappointed or reelected for additional four (4) year terms.
Quorum
One-half (1/2) of the seated members of the Board plus one shall constitute a quorum.
A majority of those members present and voting at any meeting shall be sufficient to enable taking any action.
