Intergovernmental Emergency

Purpose

Assist in identifying needs, operational structure, and guidelines; provide recommendations to Broward County and municipalities in Broward County regarding disaster preparedness and response and recovery efforts.

Provide a forum to foster coordination and cooperation among county government and municipal governments in Broward County, together with such other public and private organizations which plan for and respond to disasters and other emergencies.

Broward County Ordinance #81-76, enacted July 24, 1981, pursuant to Section 252.38, Florida Statutes.

Amended by Ordinance #89-51, enacted December 18, 1989, adding a representative of three (3) more organizations thereby increasing the membership to forty-one (41).

Amended by Ordinance # 1998-07, enacted April 14, 1998, adding a representative of six (6) more organizations thereby increasing the membership to forty-seven (47) members; adding and deleting certain organizations; and modifying the method of establishing the member representing Broward County Government.

Amended by Ordinance #2009-07, enacted February 24, 2009, changing the composition of the membership to distinguish primary members, who will be voting members, from the supporting members, who will be non-voting members; establishing an Executive Committee.

Amended by Ordinance #2009-26, enacted April 28, 2009, amending the meeting and quorum requirements to conform to Section 1-233 of the Broward County Code of Ordinances.

Membership

Primary, supporting members, and the Executive Committee.

There are no Broward County Commission appointees.

Only primary members shall have voting privileges

A. Primary members shall be individuals designated below, or their designees, and the individuals appointed by each entity identified below:

1.  Broward County Emergency Management Director or designee;
2.  Each municipality in Broward County;
3.  Broward County School Board;
4.  North Broward Hospital District;
5.  American Red Cross;
6.  The Seminole Tribe of Florida, Inc.;
7.  South Broward Hospital District;
8.  Broward County Sheriff, or designee;
9.  South Florida Water Management District;
10. Florida Department of Transportation;
11. Broward County Public Health Department;
12. Florida Power & Light; and
13. AT&T Corporation f/k/a BellSouth Corporation.

B. The supporting members shall be the individual designated below, or his/her designee, and the individuals appointed by each entity identified below:

         1. South Florida Regional Planning Council;
         2. Florida Department of Insurance;
         3. Salvation Army;
         4. Funeral Directors Association of Broward County; and
         5. Broward County Medical Examiner, or designee.

C. There shall be an Executive Committee which will consist of primary members who have been duly elected to the position of chair, vice chair, first vice chair, and secretary. The Broward County Emergency Management Director or designee shall also be a member of the Executive Committee.

Terms

Members serve at the will of their respective appointing authorities or as applicable laws, ordinances, or other rules of the respective organizations may dictate.

Quorum

Half of the appointed membership.
A majority of votes entitled to be cast on a matter by the appointed members present shall be necessary for adoption.
